As you know, the United States congress(house and senate) deemed it appropriate in 1933(the Securities act of 1933) and 1934(the Securities exchange act of 1934) to propose legislation geared toward protecting the investment public. Of course, this legislation became law. Thereafter, by grant of authority, the United States Securities and Exchange commission was empowered to enforce Federal securities laws.
