who is talking about sec 17b here?

What do you know about 17b? Does it apply to promoters who live in countries where they do not recognize US laws? What if a stock promoter is being paid as a consultant and not as investor relations, stock promotion? What if they just loan the stock promoter money? What if the promoter doesn't get paid, just a holding company he has? What if a stock promoter trades tout jobs with another promoter? Who has to disclaim what where?
