well, for goodness sake, get that to the CIA

apparently they are unaware of that language in the law

and then mention that a simple statement will do

"The CIA Counsel has reviewed Ms. Plame's confidential file(s) as well as the Intelligence Identities Protection Act and concluded that she qualifies as "covert" under that statute."

(and mention that there would (or would not) be a charge for your services)
