The use of the IP in the device is paid up-front. The customer has no right to the IP other than inclusion in its products. However, if the customer pays for a custom platform/product design they would seem to own it.
IMO, it would be a suicidal strategy to license products created under contract for one customer to other customers, thereby creating competition for the original customer and using the custom platform they paid the company to design and engineer.
