a working interest would most likely deal with a joint venture either through buy-in $, or development of a work-in, (in mining exploration sometimes company's will volunteer to do exploration to the tune of a amount, in exchange for a work in interest % of project)
theoretically a hypothetical scenario could go like someone with money finances a deep/expensive well for a smaller company that could not afford
But that's like a "example" in the news today they said

i would expect "property working interests"
