I will admit that being a New Yorker that day, it was refreshing to see that someone seemed to be in control since the guy in the White House was shell shocked but you're right that there are many who look back now and realize that many deaths could have been prevented had Giuliani had the first responders better equipped to handle the situation.
The saddest part is that apparently the police and fire departments in NYC still do not have the proper communication equipment.
