How can a person sell for below the asking price?

Schwab will adjust the low-ball up to the asking price. They will not let you trade for over the asking price either.

I tried to buy a few hundred 1000 shares at .0004 and they sold them to me at .0003. I was willing to pay more than the asking figure to encourage the stock to rise. When we see 100 million trading days with no rise in pps then something is definitely not kosher in Denmark.

If we can see a person selling 100 shares at .0002 why can't we all put in orders for 100 at 1.00?
