Ok, so here the response I just received via snail mail from Etrade regarding that letter I sent to the SEC on the restrictions - wait till you hear this blatant lie:

I am writing in response to your inquiry to the U.S. Securities and Exchange Commission ("SEC") concerning your ETrade Securities LLC account referenced above.

Our records indicate that online trading of Asia Telecom Ltd. ("ATLJ") was not restricted on March 21, 2007. If you were experiencing difficulty placing an order for this security online you could have called Customer Service at...

I give up! Now, they are denying that they had the stock on restriction!
