This issue of who gets the royalty on the chipset is a major reason why other mobile manufacturers should logically avoid using it. From what I have read on both here and in SI boards, TI pays Nokia a licensing fee for using Nokia's core design. Thus, every CDMA chipset that a mobile manufacturer buys from TI enriches their competitor, Nokia.
This is the same scenario as the Symbian OS, I believe. This is why I think Motorola stopped investing in Symbian--that investment helped their competitor Nokia grab market share.
