Award Type Definitive Contract
A contract that is definite in the amount and/or quantity. Means – I contract with you to buy 10 tables at $100 each for a total of $1,000. Does not mean – I will buy a couple tables from you at a price to be determined later. The terms and conditions are definite.

By regulation, the Government should first seek to fulfill its requirement from qualified sources in this order:
Federal Prison Industry (UNICOR)
Non-Profit agencies (blind, handicapped, etc.)
Government Printing Office
8(a) Program (small business registered under SBA)
Robert T. Stafford Disaster Relief and Emergency Assistance Act
HubZone companies (companies in poor and under-utilized areas/ regions)
If you can’t find a company that provides the specific service or product from that list, or there is no one company that offers the unique service product that you seek, then you must compete the requirement (full and open competition) and accept offers from any and all responsive offerors.
