Pure speculation on my part: Lumen and IBM have an existing relationship as you pointed out previously to me. I recently read IBM is currently building another quantum computer data center in Germany, the other one is in New York. Who better to provide ALL their fiber needs for future projects than LUMN. my gut feeling, part of the $7billon ?
