He then listed the drilling, 3 months in the field plus independent analysis, and fs level for new process flow diagram and railveyor system. He gave a 9 month timeline for those.

Yes Scott was originally asked about a timeline for completed feasibility study but I don't believe that is the question he answered. I believe he gave a timeline for satisfying exims due diligence requirements.
