True, but there is a lot of corruption involved. My belief is between MMs stockpiling cheap shares and a group borrowing shares to short, they have enough shares to do damage to the share price when they decide the price won't move higher then the shorters and the MMs sell into the bid, in a concerted effort to kill the momentum. Shorts borrow shares for a fee and the last I heard, the short interest here was about 160K shares. Shorters borrow the shares at the higher price and the lower they can drop the price before they cover, the more money they make. It's as dirty and corrupt as hell but the games that are being played regularly across the market.
