Dear Gary,
The powers that be need to get rid FINRA's Acceptance Wavier and Consent where hundreds of felonies are allowed to occur such as marking short shares as long shares. Once AWC is signed the crime (felony) goes away and they pay a small fine they can use as a tax break. UNREAL~!

Rule 203b-2c, fill before location of shares needs to go Gary. Creation of FTDs is exposed already.

Finally, DTC Continuous Net Settlement program needs to go Gary where shares of ANY ticker can be "borrowed" in any amount and used as market maker exempt shares to attack tickers "they" wish to take down.

Just those three things would help. Two of which stem from "regulators" who are run by the banks.
