But everyone benefits from cheap goods. And that is part of what makes the question complicated. Then there's also the question of China's own unfair trade policies.

But I find your comment strange. I've never heard you complain about the Trump tariffs. Only about the Biden tariffs. Are they in some way special?

The logic for the tariff position is well covered in the NPR article you referenced if you read, comprehend and incorporate it into your thought processes rather than simply dissing everything being done. Link: "Biden will keep Trump's China tariffs, and add new ones on electric vehicles". It makes perfect sense that:

"Tariffs are a piece of Biden's industrial policy-The new items that will be subject to tariffs align with Biden's policy priorities on climate, technology and manufacturing, the source said. These areas are covered by Biden's Inflation Reduction Act and the CHIPS and Science Act, which made hundreds of billions of dollars available to boost the domestic clean energy and semiconductor sectors." It has already been pointed out to you that "Biden in Pittsburgh sought to contrast his approach as "strategic and targeted" and has said Trump's broader approach would raise costs for U.S. consumers." Add a little nuance to your thinking?

To enhance the positive impacts of these legislative successes, it makes sense to enhance the effect as much as possible, and coincidentally, run on that!

Rather unlike Trump's permanent Infrastructure Week and repeal and replacement of the ACA, lol. Bleating nonsense and not getting it done...the R's way as also evidenced in overseeing the "118th Congress...on track to become one of the least productive in US history." Run on that!
