I agree, that it is gradually moving up, based on the factors you mentioned. Just saying that when there is no news, it drifts back down, which in my opinion, is a buying opportunity.
Why pay more? It's a penny stock and there are always price fluctuations and volatility.
I do believe this is headed higher, once news hits.
