That opinion misses the point. His website is offline likely due to non payment. He advertises his Twitter feed and blog updates on it.
He has not filled his annual report that requires accounting expenditure. Never even filed a late notice extension for it, so looks like it's not coming.
All this does not bold well. Pocketing the change won't help him now. Contrary hosting fees are not very costly especially for a small site like that.
