Local government does approve transfers of ownerships but to what extend or what money has been paid or what the actual deal is with money or payments or any stipulations with the deal not they have no idea about that that’s not their business or their job so to trying to paint a picture saying a officer manager knows anything about money paid as of now and going around is complete BS they know when the deal is done and how much is paid for the business for tax purposes that’s it they will never see the actual terms of the deal

When you buy a car the government doesn’t ask for what the details of the loan is do they ? They want to know the value of it for taxes that’s it. Stop spreading misinformation
