This Company wants to uplist to a higher exchange.

That statement implies r-g-l--g is on a lower exchange. Yes? Well, otcm is not an exchange. It's a private listing company, basically paid advertising and a listing service for brokerage to handle companies that can't trade on REAL exchanges.
Are you referring to a higher tier of otcm? Because that's the only 'uplist' this company can do if stuck at 20 cents. So at the very least your comment may be in error or maybe deceptive.
