Yes, I agree. It would have to be an incredibly generous offer. However, the appropriately valued offer has NOTHING to do with whether the current stock price is low or high. It has ONLY to do with what both buyer and seller agree is the correct value.

Facebook paid over $2 Billion to a guy named Palmer Luckey for a company that had next to zero revenues. That was the price both parties agreed to, and that was the price paid.

If Nvidia is going to get Spectra7, Spectra7 isn't going to say, "Well, since our stock price is under a dollar, just give us a couple bucks for it." No, they will work out the correct valuation based on expected need of their IP over the next 5 or 10 years, say, a couple billion dollar's worth by 2023, then they will add a multiple to that, and finally divide it by fully-diluted shares, and that will be the price paid.
