The FHFA falls under the Executive Branch. Roberts already said in the CFPB case that the President can remove and appoint the Directors of these Financial branches. Both Trump/Biden have both talked about firing the head of the Federal Reserve, Jerome Powell, in the past, for example. Trump/Biden can Appoint whoever he wants over those branches and he can issue an Executive Order or the head of the branch can issue an order to release it. Congress is another way it can be released with a signature from the President or a veto override, but there's been no consensus over the past decade and it hasn't been a priority for Congress.
