The 2nd-candle corrected the upward-movement of the open
that indicates to me that the HOD has been established already.
There is, however, a 2nd correction which seems to take place at Hour Four of the day's trading.
Let's see what happens after lunch (on the east Coast)

This is (admittedly) a half-assed approach to tech but it's the result on many years of day-trading experience.
