Why is the capex too low? The building and sub-fab are already in place. Many of the tools can be reused from 90nm.

Capex low due to retrofit.
11X is already a 300mm 90nm factory, so it should be less than half the equipment that needs to be replaced to make it 45nm...
Actually, I believe 11X will be the last 90nm factory once D1C and 24 are converted to 65nm, so this conversion can not happen until chipsets are nearly 100% converted to 65nm, which can't happen until CPU is nearly 100% converted to 45nm. Strange now that you mention it... I was expecting 11X to go straight to 32nm.
