Read the PR again. CBIA is simply leasing machines and paying for support of those machines.

Aside from the 1st line where JDF says they are "Partnering" with Parlevel, the word "Partnering" never shows up in the meat of the PR. CBIA is simply announcing a service contract that they now have with Parlevel, not a partnership.
