I think that poster is meaning the tier 3 (not phase 3) studies that the NIH has progressed their candidate drug into for pain/epilepsy. My understanding is these pre-IND animal studies are funded by NIH and if successful in tier 3, then grant money will open up to move into human clinical trials, at that point and likely well before I think it would be expected some bigger pharma will move in to support these efforts through clinical trials.
