I read as on or before.
This way they don’t have to give notice because they already have.
Seems like a new loophole if the stock doesn’t keep moving up.
Looks like more companies are going to be doing this.
Which means they are asking for approval now so incase they need to do a rs they are already going to have it prepared and ready so they don’t have to go before the sec
