Not sure but it has been my experience, when I know the ceo, they have always told me they make the changes to the otc to age except some minor things

Yes it is the company. Companies on the OTC must go through a verification process before getting access to make changes thru OTCIQ:

It's my understanding that in order to make any changes to the "Business Description" on OTCM...or to have access to "News" and "Filings" posting, that Officers or Directors do that. Any Officers or Directors allowed access, and that have OTCIQ Access Codes, must also undergo a "Background Screening" by OTCM in order to allow them Codes and Access. (To protect the Integrity of the OTCM and Investors.)

The only Officer/Director listed on OTCM for GDVM is Melvin Ejiogu.

However, it also looks like an Officer/Director can also assign "Authorized Users." I'm not sure if they must submit to a Background Screening.

I don't have all direct "links" to this, but have done a lot of reading on this over the years on the "Learning" section at OTCM.
