That analyst is Rick Whittington of America Technology Research.

He was with BancAmerica Securities in 2000 when he downgraded Intel (at the height of the bubble) to a sell. About a week later he reversed himself and upgraded Intel (probably due to pressure from above). It turned out the first call was right because a short time later Intel warned it would miss earnings estimates for Q3-2000.
