Why did he black out pretty much everything on the permit? Like if it's his permit, why cross the name out. And why the start date? Just seems odd like he didn't want people to know that it started Feb 1 2024.

Again you're showing your lack of understanding ,even at the 5th grade level. All embassies in SA are still in SA including Chad. Which means that permits can be acquired from ANY embassy and be valid for any region or holder in SA.
