When Treasury decides to cash out. Maybe you missed it but they haven't received dividends in years. It won't be long and their average dividend ROI since the conservatorship started will be less than the original 10% coupon.

That's certainly the $64,000 question. I wish I knew the answer. I think the outcome of November's election will go a long way towards answering it.
