I think Biden will beat Trump to the punch to free F & F twins from conservatorship for 2 reasons.
1) To help his reelection and look like a hero working for the little guy the shareholders and doing what is right, just and legal.
2) If he leaves office the Treasury will not have F & F twins to pay the government bills anymore with stolen F & F shareholders money. Leaving Trump a financial issue to solve. I am sure Biden wants to FK up the country as much as possible to leave a total mess for Trump to clean up.
I don't think the government is worried about who the F & F shareholders are rich or poor. They just don't want to give up "the goose that lays the golden F & F eggs".

That's why they created the Networth Swip criminal and theft law.
