Following is a snapshot from the California HVIP Voucher Program data, filtered for Unredeemed vouchers for Nikola's trucks. It shows that Nikola alone, currently has 135 vouchers for BEV trucks, and 272 vouchers for hydrogen FCEV trucks, worth nearly $105 million in total.

California would never miss out on an opportunity to attack private business so I expect they will enforce with a heavy hand. As WTM points out, the orders are coming in, so companies were already taking advantage of the subsidies and preparing for the hammer. No well run business would currently move trucking away from ICE without government intervention but governments all over the world are forcing it so I expect a robust growth rate.
