Tall order to load a factory with production when there is no established business base. How many production employees to be hired, how much capacity to set up, how much raw material to buy etc is highly dependent upon order demand. Is there demand just sitting on the sidelines waiting for SNPW, doubt it.
On par with securing a loan and setting up a facility is the determination of how much business, when and from whom. So yes, I would expect projections somewhere along the line. Otherwise, how would a site survey be meaningful not know how much capacity to account for.
