The direct answer to your question is no.

But there was a very lazy Dr Rosner that didn't like paperwork and reneged on agreeing to give Leronlimab via eIND to a dying grandmother because - "he realized there was too much paperwork involved".

Unbelievable. Giving up someone's life because there was too much paperwork involved.
