This ia a bold move. Rarely granted. Since 2004 zero times. But in Trump's era, his Supreme Court granted this request 19 times. So Jack says well in that case since you granted this request 19 other times, this one surely needs your attention. Plus is saying if you don't grant this request you should ask the appeals Court to expedite the hearing.
