Most, if not all of those are covered in seconds. They are not actual Short Positions. The volume is so low, that MM's are not holding enough shares to process trades as they come.
So MM - A picks up a trade and executes it. But because he does not have the actual shares when he does this, it's marked as Short.
Within seconds, he gets the needed shares from MM - B and the short is covered.
The OTC knows this and put out an article, to help explain it.

PS: No Short Sellers are going to take out a Short Position, with a Pink Stock with no volume. It would be suicide.
