JB, the draft rules are a mixed bag in my opinion. The new renewable energy requirement with connection to the grid is bad, even with the three-year "lookback" window. The yearly matching until 2028 is good, and better than the monthly requirement in Europe, the hourly matching requirement starting in 2028, is more stringent than Europe for 2028 through 2029, starting in 2030 the US requirements match the European requirements.

They are indeed bad news. Only Texas I think would qualify, Georgia and NY Stamp use renewables “mixed in” wth the grid supply under PPA’s so unless Niagara has installed a new turbine in the last 3 years the NNY Stamp will be unsubsidized. Still making youu rown is cheaper than buying from Air products just not $3/kg cheaper.
