Remember the company did a name change end of August, I bet that was the reason the initial was denied, but there is a second application is what I am seeing here so the time is ticking for ticker change on the second application.
Cusip is done just so you clean the shell from shorts and shit. Sharp does it with every shell for this reason. Name change can be done, thats not the issue plus I believe you have to be Sec Reporting to get Cusip Change, for just name change is not required unless they changed something meanwhile
