Unfortunately, Mnuchin was "unable" to grant Trump his "wish" because he wanted to continue collecting the NWS funds. Mnuchin only stopped the NWS in 2019 (until Jan. 2021, letter agreement with LP "stealth" NWS) because of the 5th Circuit ruling that forced him to do so.
What Secretary of the Treasury would voluntarily give up $20 billion a year to spend on pet projects as he sees fit? Too much big money at stake.
Not for Donald Trump. He issued a White House Memorandum in 2019 (?) requesting Steven Mnuchin to release the GSEs.

IMO - there is no such memorandum -- and I ask any one who posts here to provide documentation (e.g. not a mention in X or a news story but a link or attachment or such - (i.e. no further hearsay to back up hearsay allowed)
