Not for Donald Trump. He issued a White House Memorandum in 2019 (?) requesting Steven Mnuchin to release the GSEs. SM and MC slow walked the process with self-initiated bottle necks. Then, focus was shifted to Covid and Election. Anyway, Trump failed to see it through.
