DOE loan wont be until Q2 next year, hub money never was in the short term and companies have to put in just as much

I bet they are regretting cancelling the brookfield (Muddy run?) plant because it couldn't be expanded. that would have been operational possibly a year certainly 6 months ago.

When Georgia is on line it had better run near capacity for 12 months or more

The planned production capacity is now behind the demand curve when it was well ahead of it.
