Unless he buys them himself at a discount with warrants and dumps them but I don’t think that helps much and there is still a payroll…

Not sure if your point is a leading one or not, but this is exactly what's going on. Just read the filings from the company. He added 2 million shares in September through his financing deal.
Who is buying them?? Well, this is what those evil market makers are for. And this is also why the share price is tanking due to his dilution.
Not an uncommon story in the penny stock world.
BTW, there is an agreement in place (again, listed in the filings) that there must be enough authorized shares to pay "the debtors".
Posters here will applaud the guy for owning more shares, but won't discuss where or how he's getting them.
