Can anyone explian the multiple filings of RS’s for SNPW?

Time and time again Nick files it… just to cancel? Cry wolf?

Never seen this done before. Impossible for interested new eyes to buy shares until resolved.

Hoping for explanation.

My personal suspicion is that Nick has some convoluted idea that PRs cancelling an RS boost stock price. But what needs to be understood is that it prevents many more buyers to enter while under RS review. Just a theory.
