It is not likely that Israel has enough land area to be a large oil producer from "conventional fossil fields" (with current borders). Continuous flow from the deep would be a means to have a large reservoir.

Some elements of the Russian oil industry tend to recognize this theory. Therefore, they might be an early nation to appreciate the value of such a find if it was proven with production.
