and this report mentions a "William T. Hirschy" as one of the bad guys.

where that Mr. Hirschy has been "Director of Corporate Development" for Illegal Burger since June 2015, I'm going to guess that they are different people, since the William T Hirschy of SEC-spanking fame was not mentioned as having direct involvement with West Coast Ventures Group in any management position.

Whether Bill H is connected to William T H. isn't something that I know how to prove or disprove (at the moment).

I'm not going to go out of my way to spin a conspiracy theory on this one, especially since the WCVC stock manipulation would not have done WCVC any good for Bill H, and by the looks of it, Bill H is still associated with the company. But spotting the name similarity was a keen-eyed find worth mentioning.
