LOL! Youve got to be the only person in stock market history that bought direct without getting a discount to the current market.

If a non-accredited investor offers to invest in a startup via debt financing with convertible warrants, can the founder legally delay compliance with the SEC Reg D requirements until a formal financing round?

According to the SEC's Regulation D, a company can raise an unlimited amount of money from accredited investors through private placement offerings without registering the securities with the SEC. However, non-accredited investors are subject to certain restrictions on the amount they can invest. In regards to your specific question, a founder would not be able to legally delay compliance with SEC Reg D requirements until a formal financing round. The SEC's regulations apply regardless of whether the investment is in the form of debt or equity, and regardless of whether the investment includes convertible warrants or not. It's important to note that the SEC's regulations are in place to protect investors from fraud and other forms of financial misconduct. As such, it's important for founders to fully understand and comply with these regulations when raising capital for their startups.

Not true.
Warrants were much higher then the pps at the time ..
I had mine done in 2019. On the market pps was 0.27-028 at the time ,
In the company I paid for my shares 0.30 , and my warrants are 0.45.

Oh god that's pretend ignorance in action again: if the company offered you warrants TOGETHER with shares (which they always did as far as I know), then it's a sweet deal. A financial option (a warrant is an option), even under water when it is sold, HAS VALUE. There are entire books written on valuing such options, from Black-Scholes to more complex techniques. If the warrant was offered together with a share that you have purchased, that means you got the financial equivalent of a price reduction on that share. It's investing 101...

Let's go back to facts:
Where is the filing for that offering?
