Huh?! You can ABSOLUTELY day trade in a cash account. And getting a margin account isn't a big deal like you state LOL
For cash account day trading you just have to have those funds covered within a set time limit, should you want to use them again for trading or if negative and or want to withdrawal. These time limits are set buy your broker.

False! If you have a cash account with NO MARGINS you can do whatever you want even if it's under $25k. I have 7 TD accounts 2 accounts under $25K no margins and can buy and sell on the same day.
With no margin, it takes two days or so to get funded after you sell.
Mr. Normall wasn't wrong in saying that even retail can be a day flipper.
But he's completely wrong in saying that they could have bought at $0.0203 and sold at $0.0259. In fact, the price action went the completely opposite direction, crashing from a high of $0.0259 to a low of $0.0203.
It then continued it's downward trajectory, ending up as a subpenny again.
