Then that's not waiting, as a person waits for something they expect to see happen. Seeing now that Nixon hasn't filed isn't anything to 'wait' for; it's only a hobby to keep confirming it aloud.

Still, you could be right that Nixon will never file. But, that plan contradicts his choice of hiring Hamilton.

If Hamilton quits before anything happens, Nixon will have to replace her as his agent and file a change of agent, doing so quickly.

That will be a bad sign that supports your view as correct, that Nixon will never file.
