electronics trades never really settle they just keep spinning so why doesn’t the DTCC just close out naked shorts after 3 days according to the rules the reason is they keep churning because Madoff is still in charge whereas if you stole a horse in Texas they hung you you didn’t get a chance to put a down tick on a shareholder gravestone
