While they likely have their own problems - expected and unexpected - some form of voucher should work

but something in me keeps thinking that was tried a few places and did not work ?

Subsidies, if any, must be granted directly to individuals, like exemptions from taxes, etc, or indirectly through Municipal land for free for construction of units, etc.
But not through investors acting as a kind of Special Purpose Vehicle for a Socialist agenda of the political parties or Public-Private Partnerships.
Because it'd lead to a situation where the investors turn more Communists than the political party in question.
It starts with the ESG initiatives by renowned investors and ends up in commissioning viruses to foreign countries to later call for economy shutdown, so that one restricts more liberties and the investors get more subsidies to help the battered population amid soaring inflation.
The investments in LIHTC is the best example, where the investors get a whopping 70% subsidy on the housing development project, plus a 5% annual yield with the tax credit during 10 years.
